130 tracked keywords checked against all 1,171 published article URLs. Almost nothing is failing for lack of content. The head terms are failing because too many near-identical pages compete for them, and the genuine openings sit one step to the side of what has already been written.

The pattern in the position data is a signature, not noise. The recovery sequence is: pick one canonical URL per duplicate set above, merge the strongest sections of the others into it, 301 the rest, and point the internal links at the survivor. Then publish into the gaps, where there is nothing to compete with.
